Dedicated Development Team: How the Model Works

A dedicated development team is a standing group of a vendor's engineers who work only on your product, month after month, with a delivery lead on the vendor's side and a product owner on yours. You decide what gets built and accept the work. The vendor hires and pays the people, keeps the team staffed and runs day-to-day delivery, and it usually bills per team, per month.

What is a dedicated development team?

A dedicated development team is a group of engineers assigned full time to one client's product for an open-ended period. Three features separate it from other engagement models:

  • Continuity. The same named people stay on the product, so knowledge builds up in the team.
  • Split management. You own product decisions. The vendor owns staffing, team process and engineering quality.
  • Capacity pricing without a fixed scope. You pay for the team each month. The vendor answers for keeping it staffed and working well; you answer for whether the backlog was the right one.

Unlike staff augmentation, the vendor supplies a delivery lead and replaces people who leave. Unlike a fixed-price project, nobody has to write the full scope in advance.

How is a dedicated team structured?

A dedicated team works well when it is small, cross-functional and pointed at one stream of work, with one decision-maker on each side. The Scrum Guide (November 2020) describes a team "small enough to remain nimble and large enough to complete significant work within a Sprint, typically 10 or fewer people." It adds: "The Product Owner is one person, not a committee."

Size matters because coordination grows faster than headcount. In "How Do Committees Invent?" (Datamation, April 1968), Melvin Conway wrote that "the number of possible communication paths in an organization is approximately half the square of the number of people in the organization." Five people form 10 possible pairs; ten people form 45. The same paper is the origin of Conway's law: organizations "are constrained to produce designs which are copies of the communication structures of these organizations." A team split awkwardly across two companies tends to produce a system split the same way.

Team Topologies describes a stream-aligned team as "aligned to a flow of work from (usually) a segment of the business domain". Give a dedicated team one such stream, such as the customer-facing app or the back office, rather than a mix of unrelated tasks.

Who manages what in a dedicated team?

You own what gets built and why. The vendor owns who builds it and how the team runs. Write the split down before the first sprint.

If the product owner has no time to answer questions, the team will either wait or guess, and you pay for both.

How do you hire a dedicated development team?

Hire the vendor first, then interview the people who will join your team. Five steps keep the risk low:

  1. Write a one-page brief. The product, the current stack, next quarter's work and the roles you think you need. Ask the vendor to challenge the role list.
  2. Interview named engineers. Ask for the people proposed for your team, not sample profiles, and check that the delivery lead has run a team of this size.
  3. Run a paid trial sprint. Real backlog work shows how the team estimates, communicates and handles review comments.
  4. Agree composition and replacement terms. Names, roles and the process for changing them go into the contract.
  5. Open accounts in your company's name. Repository, cloud, issue tracker and design files belong to you from day one.

How long does onboarding and ramp-up take?

Expect weeks before a new team ships useful changes and months before its engineers work independently. Plan the first sprints around learning.

Research inside one large software company gives a reference point. A Microsoft case study by Ju, Sajnani, Kelly and Herzig (arXiv, March 8, 2021; ICSE 2021) interviewed 32 developers moving into a new team and 15 engineering managers. The authors note that "Onboarding could take over six months", even for developers from within the company. One manager's expectations ended with "Six months: they should be able to work independently."

An external team starts with less context than an internal transfer, so plan for at least these timelines. Four things shorten them:

  • Accounts, repository access and a working local setup ready on day one.
  • A short written architecture overview and a list of known problems.
  • One named person on your side who answers questions the same day.
  • Small, real tasks in the first sprint, then one area of the product per engineer.

Spread knowledge from the start. A study of 133 popular GitHub projects by Avelino, Passos, Hora and Valente (arXiv, April 22, 2016; ICPC 2016) found that "the majority of our target systems (65%) have TF <= 2". TF, the truck factor, is the number of developers who would have to leave before a project stalls. Ask for review across areas, written notes on major decisions and at least two people who can change each part of the system.

What should a dedicated team contract cover?

A dedicated-team contract needs the usual terms on ownership, confidentiality and data protection, which the outsourcing guide covers, plus terms about the people:

  1. Named roles. Who is on the team, at what seniority, and how a change is approved.
  2. Replacement. How quickly the vendor replaces someone who leaves, with a handover overlap the vendor pays for.
  3. Key people. The delivery lead and any architect are not moved without your agreement.
  4. Scaling. Notice periods for adding or removing a role.
  5. Working hours. An overlap window in your time zone, and who responds to incidents outside it.
  6. Capacity. Public holidays and leave on both sides, and how they affect the invoice.
  7. Hiring team members. Whether you may later hire an engineer directly, and on what terms.
  8. Exit. Notice, handover of code, documentation and credentials, and help with the transition.

What drives the cost of a dedicated team?

The cost of a dedicated team is its composition times its rates times the number of months, plus your own management time and the cost of turnover. Rates vary most by location and seniority.

Accelerance reported on November 24, 2025 senior developer rates of $31–$41 per hour in Asia, $60–$75 in Latin America and $64–$76 in Europe, from a survey of "60 software development partners from around the world". In the same article Olivier Poulard of Accelerance says, "Hourly rates are a poor measure of the true cost of software development." Accelerance sells outsourcing advice. How do you measure a dedicated team's performance?

Measure what the team delivers and how reliably, not the hours it logs. The DORA program's software delivery metrics (last updated January 5, 2026) include "Change lead time", defined as "The amount of time it takes for a change to go from committed to version control to deployed in production", along with deployment frequency, failed deployment recovery time, change fail rate and deployment rework rate. Add roadmap items shipped against plan, defects found by users and a demo of working software every sprint.

When does a dedicated team fit?

A dedicated team fits a product with a long roadmap, priorities that change month to month and a product owner with time for the team. It also suits companies that lack in-house engineering managers or want them focused elsewhere.

Choose something else in three cases:

  • The work has a clear end and can be written down. A project with acceptance criteria fits better.
  • You need one specialist for a few months and can manage them. That is staff augmentation.
  • Nobody on your side can act as product owner. Fix that first, or the team will wait for decisions nobody has made.
